Prior to the founding of CCATT, 德州 did not have a community college trustee organization.

Zárate holds a master's degree from San Diego State University and a bachelor's degree from Howard Payne 大学 in Brownwood, 德州. He and his wife Jane Ann are the parents of a daughter and three sons.
